Congress is college sports' Hail Mary

Context

Richard agrees that the sport talks too much about Congress as a fix. His point is not that federal intervention would do nothing; it is that it is a Hail Mary for administrators trying to solve wholesale what the sport refused to solve piecemeal over 150 years.

The timing matters. If a bill is not signed before the August recess, Richard thinks the election calendar makes action unlikely until at least the following year. Dan adds that the probability of passage is already tiny given broader congressional priorities.
